The various stock markets are privately owned and operated to provide a method to facilitate the sale of publicly held stocks and bonds.
Governments regulate the markets, they do not determine their function.
There are many types of transactions and the markets conduct the activities that their customers want to pay for.
You might open a store that sells ball point pens. Then you realize you could also offer pencils and sharpies. If you decided your customers wanted mechanical pencils you would stop carrying wood pencils.
Same with the stock markets. They are not a function of the government.
