High Volume Stocks

What is the volume too high on average stock?
If a population is experiencing a high volume, for example for a 200M day, but the price is not very volatile, what does this mean? People buy because they think it will be a big change? I saw an action that has a high volume all days, but the price does not move. (Which never moves, which is more than 0.0001.) Just curious, if anyone can explain why this would happen. It seems to be a relatively new company.
Obviously a penny stock. Traders buy and sell large quantities to make a profit from small changes, because no value securities and unlikely to go anywhere.
